An isolated window can enter fullscreen without creating a temporary room. Let its fullscreen state decide when shell surfaces yield.

A settled fullscreen room hides the panel and dock from drawing and touch. The pill, keyboard, dial and overview stay above it, and the topbar counts as the panel.
